The City of Athens currently employs three city prosecutors.

Tracy Meek

Tracy Meek graduated from Ohio University in 2003 and from Capital University Law School in 2006. Ms. Meek was admitted to the practice of law in November, 2007. She served as an intern for the city prosecutor’s office during law school and was hired as a full-time prosecutor in January 2007.  In 2015, Ms. Meek was appointed Chief City Prosecutor

Justin Townley

Justin Townley graduated from Ohio University with a Bachelor’s degree in political science in 2008. In December 2010, he graduated from Mississippi College School of Law with a Juris Doctorate. Mr. Townley was admitted to the practice of law in 2014. In 2014, Mr. Townley worked for the Ohio Public Defender’s Athens Office. Mr. Townley was a Public Defender in Athens until December 2020 when he then left to begin working as an Assistant Hocking County Prosecutor in January 2021. Mr. Townley worked for the Hocking County Prosecutor’s Office until being hired as a city prosecutor in February 2022.


Jesse Branner Hittle

Jesse Branner Hittle graduated from Ohio University in 2010 as a Bush Manasseh Cutler Scholar with a Bachelor of Science from the Honors Tutorial College.  Jesse graduated from Capital University Law School in 2013 as the class valedictorian.  Jesse returned to the Law Director’s office as the Assistant Law Director after serving as a law professor at Capital University Law School.  Prior to teaching at Capital, Jesse was a prosecutor for the City of Athens.  Jesse was also an associate at Bricker & Eckler LLP, practicing commercial litigation and creditors’ rights and bankruptcy.  Jesse is also a trained and practicing Title IX investigator.
