CCA Program

The Athens City Auditor’s office will begin the process of working with the City of Cleveland Central Collection Agency, or CCA, to collect delinquent taxes from anyone who did not participate in the amnesty program.

 If you receive an audit notification from the CCA it is imperative that the completed form included with your mailer and any pertinent federal tax returns and all federal W2 forms are returned to the CCA within 30 days from the date on the notification. Use the envelope provided with the notice to return your paperwork.

 Please do not ignore this notice. All administrative and judicial remedies will be pursued to the fullest extent to collect all applicable income tax, penalties, and interest imposed on those individuals and businesses determined to have a tax liability.

June 1, 2021

As part of the City Auditor’s Office continued commitment to sustainability, we are implementing an electronic funds transfer (EFT) program for vendor payments. Approved payments will be deposited into participating vendors’ bank accounts with a remittance notice being emailed to the address you provide.

While we still plan to offer payments via paper checks, please keep in mind that the processing time may be extended up to 10 business days.

In addition, the resident credit for taxes paid to other municipalities will increase from 1% to 1.25%.

 June 18, 2013

The Athens City Income Tax Department entered into a contract with the City of Cleveland Central Collection Agency (CCA) to use federal income tax information to identify potential taxpayers for the City of Athens. CCA previously matched the Athens database against IRS records and mailed letters to the taxpayer in January 2013. The 2nd and final request letters will be mailed by CCA between June 21 and June 28th. This will be the final attempt to request information from the taxpayer. If they do not respond within the 30 days, CCA will use the IRS information to generate an assessment bill for the balance due. 
The City of Athens does not have access to the IRS records, therefore, cannot answer any questions. Please do not ignore this letter; this is a valid attempt to identify if you should be filing tax returns with the City of Athens Income Tax Department. For more information visit our website

 Citizens are reminded that the Athens City Income Tax rate will decrease from 1.75% to 1.65% for the 2012 tax year.

 Citizens are reminded that the Athens City Income Tax rate will increase from 1.65% to 1.75% for the 2011 tax year. 
 
 Beginning January 2011, all Athens City Income Tax Withholding payers will be required to file and make employer municipal withholding payments online via Automated Clearing House (ACH) or Ohio Business Gateway (OBG).

In the interest of becoming an environmentally friendly organization, the City of Athens Income Tax Department is proud to announce a new online tax tool for your convenience in the filing of your monthly or quarterly withholding tax liability via Automated Clearing House (ACH). The City is providing this service, in addition to the Ohio Business Gateway, to improve the efficiency of processing your forms, while reducing tax dollars spent on printing and mailing.


The Withholding Tool account access will be available beginning January 1, 2011; you will also be able to find general information and instructions for completing the forms.


We hope that you will find this alternative to printed forms more convenient, allowing for easy storage and retrieval of information and providing easier preparation of remittance forms. ACH Payments


The Athens City Auditor’s office will be processing payments using the Automated Clearing House (ACH) process beginning October 1, 2007. In accordance with Federal Reserve guidelines, personal checks that you send to the City Auditor’s office for payment may be processed electronically.
